Spain has royally decreed that transport-related targets of the EU’s Renewable Energy Directive III must be added into national law. As part of the decree, the country has approved consumption quotas for renewable fuels of non-biological origin (RFNBOs), which are set to hit 11% by 2040. This also strengthens plans to reduce road transport emissions by 30% in the same year.
From 2028 in Spain, RFNBOs must account for 0.7% of energy supplied to road transport, although temporary flexibility provisions mean that part of the obligation can be met through alternative compliance pathways for refiners and fuel suppliers. The target will then move to 1.5% in 2029, 2.5% in 2030, to the 11% by 2040.
Non-compliance with the obligations will equal an infringement under Spain’s Hydrocarbons Law, and penalties will include administrative sanctions and financial fines.
