ABO Energy and the City of Oulu have signed a cooperation agreement to progress land-use planning, permitting, and zoning for a large-scale green hydrogen production facility in northern Finland. The project builds on a site reservation secured in 2025 and covers a proposed 41-hectare area.
The facility is planned to scale up to 600 MW of electrolysis capacity across two to three phases. In addition to green hydrogen, ABO Energy is evaluating downstream production of synthetic methanol and sustainable aviation fuel (e-SAF), while process waste heat will be integrated into Oulu’s local district heating network.
The agreement establishes the framework for joint planning and land-use studies, taking local biodiversity into consideration as work progresses on the industrial park's partial master plan. Oulu is positioning itself as a leading Nordic hydrogen cluster, backed by abundant low-cost renewable power, a TEN-T core port, planned national hydrogen pipeline connections via Gasgrid Finland, and R&D support from the University of Oulu. A final investment decision will follow further technical, commercial, and development evaluations by ABO Energy.
