World’s Largest AEM Electrolyser Project to Power Chinese Steel Plant

Horizon Fuel Cell Technologies, through its subsidiary HET Hydrogen, is installing two 5MW anion exchange membrane (AEM) electrolysers at Rockcheck Steel Group’s Tianjin facility, marking the world’s first operational AEM electrolyser system.

Using solar energy from a 17MW rooftop PV array, the green hydrogen produced will be blended into the blast furnace gas pipeline to reduce emissions from steel production. Designed to handle variable renewable power, the system aims to demonstrate AEM’s viability at industrial scale.

With commissioning planned for late 2025, Horizon says the technology could deliver hydrogen at around $2/kg, with future plans to expand globally and explore green ammonia production. The 10MW setup would make this the largest AEM deployment to date in the emerging electrolysis market.
