OCI Global and VICTROL Partner to Develop Clean Ammonia Bunkering Network in the Netherlands and Belgium

OCI Global and VICTROL have signed a Memorandum of Understanding (MoU) to jointly develop a safe, scalable supply chain for clean ammonia bunkering in the Netherlands and Belgium, a key step in accelerating maritime decarbonisation.

Under the partnership, OCI Ammonia Distribution B.V. will source and import blue and green ammonia from global hubs to its Terminal Europoort (OTE) in Rotterdam, where it will be stored and supplied as marine fuel. VICTROL will design, build, and operate a refrigerated ammonia bunker barge to deliver fuel directly to vessels and industrial users.

Through OTE, the only independent large-scale ammonia terminal in Rotterdam, OCI plans to expand storage from 30,000 to 90,000 tonnes and throughput to 2 million tonnes per year, positioning the port as Europe’s leading clean ammonia hub.

Building on Rotterdam’s first successful ammonia bunkering trial in April 2025, the partners are working with authorities to ensure full regulatory readiness.
