A consortium led by Keppel, together with Sumitomo Corporation and Advario, has been appointed by the Energy Market Authority and Maritime and Port Authority of Singapore to progress the development of a low- or zero-carbon ammonia solution on Jurong Island. The project covers power generation, terminal infrastructure, and bunkering, representing a key step in Singapore’s transition to low-carbon energy.
The consortium will undertake a FEED study for a 55–65 MW ammonia power plant and associated infrastructure, laying the groundwork for a potential Final Investment Decision. If implemented, the facility would be among the world’s first direct-ammonia combustion power plants and Singapore’s first, establishing a benchmark for clean fuel solutions.
Keppel, already a developer of Singapore’s first hydrogen-compatible power plant and a cross-border low-carbon power importer, continues to advance the nation’s energy transition. The consortium will leverage combined expertise to create a scalable and cost-competitive ammonia value chain for low-emission power generation and bunkering, supporting Singapore’s broader decarbonisation goals.
