H2APEX Group SCA has obtained RFNBO certification for the green hydrogen produced at its Rostock-Laage facility, formally recognising the hydrogen as renewable under EU standards. The certification confirms compliance with the requirements for renewable fuels of non-biological origin and enables customers to count the hydrogen towards greenhouse gas reduction quotas under European regulation.
The certification comes alongside the German Federal Government’s publication of a draft law to further develop the national GHG quota framework. The proposed legislation extends mandatory emissions reduction targets for fuels through to 2040, with the quota set to increase gradually to 59 percent. The measures are expected to support increased use of green hydrogen across mobility applications.
H2APEX views the proposed changes as an important signal for the continued ramp-up of the hydrogen economy, particularly in the transport sector. The company expects the revised quota framework to strengthen demand for renewable hydrogen and improve investment conditions for hydrogen production and infrastructure.
H2APEX currently produces green hydrogen for mobility customers at its Rostock-Laage electrolysis plant. In 2025 to date, more than 70,000 kilograms of green hydrogen have been supplied, supporting around 1.5 million emission-free kilometres driven by hydrogen-powered buses in regional public transport in the Rostock district. The company estimates this represents approximately 25 percent of Germany’s hydrogen mobility market.
